Establishing and following a defined process (such as in Figure6.4 and

Table6.3) is critically necessary for project success. Project sponsors and

their peers often want to shortcut the process, for example, of carefully

defining in advance a problem statement and objectives, or in defining in

advance what is in and out of scope in a project. Or, because they typi-

cally are unfamiliar with which internal and external units are involved with

the value stream, they leave critical participants off the list of those to be

involved in the project.
