Another decision to be made when evaluating the scope of the assess-

ment is identifying the topics to be considered. In any complex organiza-

tion, there are innumerable “things” that can be analyzed and studied. An

effective assessment process focuses on those things that have the greatest

impact on the way in which the organization functions. The planning con-

sideration is whether the assessment will cover all the potential categories of

things to be assessed.
