Google Licensing is a flexible, secure, network-based service that Android apps check to determine whether the app is licensed to run on a particular device, as well as for in-app purchasing, messaging services, and game services. It is accessible from the Services and API’s section of the developer console. Android apps have full control over when and how often to check the license.
