When you attach an unallocated partition to a blank folder, what you have actually done is create a mount point. This allows us to increase the size of the folder if the partition where the folder is located is running out of space.
In Windows Server 2019, you can use Disk Management (diskmgmt.msc) to create a mount point, as shown in Figure 9.16:
