It's worth its weight in gold, in terms of what it allows me to do.

Questions
What is the current total weighted-distance score?
Use the swap button one swap at a time. If the swap helps, move to the next pair. If the swap does not help, hit the swap button once again to put the departments back. What is the minimum weighted-distance score after all swaps have been tried?
Look at the two data tables, and use the yellow-shaded column to put departments in spaces. What space assignments lead to the minimum cost? What is this cost?
