When you move a user object in Active Directory, it will effectively fall out of scope of the parent OU or container. This is why the user account that is used for this purpose must have (delegated) permissions to delete user objects in the original location of the user object. Also, the user object can not have the Protect from accidental deletion option enabled. This option needs to be disabled to avoid permissions errors.
