When the goal is to enable and/or disable inbound and/or outbound replication on all domain controllers throughout the environment, replace the name of the domain controller with *.

The option to disable outbound replication sounds like a fantastic way to perform schema updates and schema extensions on the domain controller that holds the Schema Master FSMO role, without the need to rebuild the entire Active Directory forest or bring back all domain controllers from backups. Alas, the domain controller checks whether outbound replication is enabled before attempting to extend or upgrade the Active Directory schema.
