Without a link, a GPO is not applied to computer or user objects.
Despite the name Group Policy, GPOs cannot be linked to groups.
When a domain-joined device processes a Group Policy, it processes GPOs in this order:
When a user logs on, Group Policy is processed in the same order, except this time the domain and OU structure are defined by the location of the user object.
