For this animation, you'll look at two useful techniques: creating a fog texture and animating a seamless texture. A seamless texture is one that has been created so that its left side is a continuation of its right side, and its bottom edge is a continuation of its top edge. So regardless of how much you offset the seamless tile, the tile looks whole and has no creases running through it. Creating an animation from any seamless texture is fairly easy.
