The Decision to Scramble
The temptation to scramble is reduced during periods of economic slowdown for two reasons: (1) more qualified people are unemployed and already in the marketplace, trying to capture the fewer positions available; (2) one is less tempted to make a geographical move in uncertain times when it may be more difficult to sell an existing home. Even so, intense scrambling continues as creative opportunities open up in smaller companies.
