Committed use discounts

Committed use discounts allow teams to purchase set amounts of compute resources in advance for significant discounts. Whereas preemptible instances require developers to design systems that tolerate high-levels of interruption, committed use discounts require teams to carefully plan out resource utilization ahead of time.

Committed use discounts are applied to total resource utilization, and any resource utilization over the committed use is charged normal rates. This makes committed use discounts ideal for any project that has a known lower bound to resource utilization for an extended period of time.
