Cloud SQL instances run on top of managed Compute Engine VMs. This means that many qualities of Compute Engine carry over into Cloud SQL, including how compute and storage resources affect performance. Many machine and storage settings can be configured after creation, making it possible to seamlessly scale your instances up as their needs grow.
