In previous versions of SQL Server, the Resource Governor was limited to managing workloads based on CPU and memory resources. SQL Server 2014 added the ability to manage workloads based on physical I/O. This is a significant enhancement because physical I/O is often the main resource bottleneck in a SQL Server environment.
