Understanding SQL Database Service Tiers
ASD comes in three new tiers: Basic, Standard, and Premium. The older Web and Business editions are still available, but these will be retired in September 2015, so we don’t recommend using them with a new database. Each tier has a maximum database size along with a Database Throughput Unit (DTU) capacity rating. DTU is a proprietary (Microsoft) measure of server power that incorporates CPU, RAM, and IO thresholds. The Basic tier is targeted at small (usually application- or website-specific) data-usage scenarios. It has a maximum database size of 2GB with a performance level fixed at 5 DTUs.
