Resource Governor was first introduced in SQL Server 2008. SQL Server 2014 provides enhancements to the Resource Governor that enables you to more effectively govern performance. In previous versions of SQL Server, the Resource Governor was limited to managing workloads based on CPU and memory resources. SQL Server 2014 added the ability to manage workloads based on physical I/O. This is a significant enhancement because physical I/O is often times the main resource bottleneck in a SQL Server environment. This can be especially important when running your SQL Server instance in a private cloud or in a hosted environment where shared I/O resources can be a point of contention.
