As part of the needs identification, establish the overall boundaries of the program. Decide how many teams you need and how long the implementation will take. For example, will you begin with one or two pilot groups, a department, or the entire company? How many design team facilitators will you need? How many teams? How will teams divide the tasks so that the training modules can be written in the most efficient manner? My advice: start small, create a few successes, and then build the program.
