2.10. Reduce System Volume When Making a Phone Call

If you use your computer to place outgoing phone calls or receive incoming phone calls, you can configure Windows 7 to automatically reduce the system volume when you are on a call.

If you use your PC to listen to music or watch TV, you probably turn down the volume when you are about the make a call, or when a call comes in.
