開 発 プ ロ ジ ェクトの 進 め 方
基本的に、システム開発はプロジェクトチームを結成して行います。開発
プロジェクトは、「○○システムの完成」のような何らかの目的を達成する
ために、さまざまなスキルを持った人が集まり、それぞれ得意分野のスキル
を発揮してチームとして開発を進めていきます。開発プロジェクトチーム
は、開発完了と納品・検収といった開発プロジェクトの目的を達成すると解
散します。開発プロジェクトチームは、1つの目的のために一致団結する期
間限定のスペシャルチームです。開発プロジェクトは、エンジニアにとって
もお互いに刺激を与え合うことができ、実践の中で成長できる場です。
開発プロジェクトチームに目的を与え、成果物を受け取るのが開発プロ
ジェクトのオーナーです（図2-7）。ある企業のシステムを開発するのであ
れば、そのユーザー企業の責任者が開発プロジェクトのオーナーになるで
しょう。開発プロジェクトのオーナーは、システム開発の予算権限も併せ持
