Public relations researchers have identified two major roles that communicators play in organizations: the manager and technician roles. Communication technicians are essential to carry out most of the day-to-day communication activities of public relations departments, and many practitioners play both roles. In less excellent departments, however, all of the communication practitioners—including the senior practitioner—are technicians. If the senior communicator is not a manager, it is not possible for public relations to be empowered as a management function.
