How Web Integration Affects the Windows 98 Interface
When Web integration is turned on, it produces the following changes in the Windows 98 interface:
Clickable items resemble hyperlinks: When you hover your mouse pointer over certain items, Windows 98 turns the item's text blue and underlines it. This makes the item resemble a hypertext link in a Web page, and it gives you a visual indication that the item is “clickable.” (That is, something will happen if you click the item.)
One-click launching: Whether it's an icon on the desktop, a file in Explorer, or a list box item in a dialog ...
