Form mental spaces
The easiest step is to group the towers into larger sets called mental spaces. Since the number of towers should be quite small, this will be really quick compared to the previous two steps. Just move the towers close together if they represent the same mindset. If you are using Adobe Illustrator, just create a group for each tower; select its content, then press Ctrl + G or Command + G. For example, in the budget mindset, you would have towers related to the car-buying budget: savings, financing, and decide the budget towers.
