There is a more scientific way to distinguish the three issue severity types. Dr B.J. Fogg, the director of the Persuasive Technology Lab at Stanford University, came up with The Fogg Behavior Model. Behavior, or the willingness to complete a task, depends on the motivation, the ability to complete it, and the trigger. In other words, the users will complete a task if they have the ability to do it, a trigger exists, and their motivation is strong enough.
