I have used SketchUp, a tool formerly from Google but now owned by Trimble, to draw a nice looking cursor. You can choose whatever software you want and feel comfortable using, but this is my choice for now. My cursor looks like this:

SketchUp is a very nice tool to quickly create three dimensional images. Unity understands the SketchUp format, so it can import these assets without any problem. Just save your SketchUp image under the Assets /Prefabs folder in our project under the name cursor.skp, and Unity will pick it up.
