Unity3D does not allow you to change this frame of reference. It does not even know such a thing exists. The moment you start Unity3D you are given a coordinate system. As you know, we start with the camera in position (0,0,0), although the camera might move about the scene. Actually, it will move about: the user is not able to keep her head still all the time and we do not want her to, either. So, the camera position will change but the origin of the coordinate system will remain fixed.
You can use world anchors in your scene so you can place items fixed to their surroundings, but you cannot decide to move every other hologram one meter to the left instantaneously by changing the main coordinate ...
