For scaling in terms of storage capacity, Cloud SQL supports automatic storage increases. When enabled, Google will monitor your instance to see if it is running low on storage, and incrementally increases storage according to a specific formula:

Capacity may be increased by up to 25 GB at a time, but not more. Once increased, an instance's storage cannot be decreased. This means that a sudden, very large increase in data may result in a sharp, irreversible increase in price. To avoid this, Cloud SQL also supports limits on automatic storage increases.
