In order to facilitate cross-project monitoring and alerting, Stackdriver works by first creating a Stackdriver account. This can be done from within the Cloud Console under Navigation menu | Monitoring. Clicking this will navigate away from the Cloud Console to the Stackdriver Monitoring interface (https://apps.google.stackdriver.com).
Every Stackdriver account belongs to exactly one GCP project. The Stackdriver account can be created as part of an existing project or as part of a dedicated Stackdriver project. While the Stackdriver account must belong to a single GCP project, it can be linked to any number of additional projects and AWS resources.
