Scaling compute
The underlying machine type of a Cloud SQL instance may be changed at any time from the Cloud Console or command line. When doing so, the instance will be restarted, making it temporarily unavailable. There are several cases where changing the instance's machine type or tier may improve performance.
Before moving to the next tier, look at the vCPU and memory utilization of your instance. If performance is poor but CPU utilization is relatively low, consider moving to one of the db-n1-highmem machines, as Cloud SQL can utilize additional memory to improve query performance.
