When gathering and analyzing problem data, airmen should be guided by
five questions:
1. Does the problem require more analysis, or does leadership have enough
information to execute a solution?
2. If more information is needed:
N What measures are available today?
N Do these measures align with the customer-driven key performance indi-
cators (KPIs)?
N Is there a gap between the data available and the data required? at is, does
the data needed not exist today, thus requiring a new measurement system?
3. What is the gap between current performance and the customer’s requirements?
