associate measures to track the progress.

Verify the consequences, some of which might be unintended. Check both for

positive and negative consequences in achieving the result.

At this point, Step 3 needs to be validated, go back to that step and list the

potential things that can be counted or measured and gives the evidence

regarding each description actually occurring. For each potential measure

identify a high, medium or low rating for how relevant it is to the desired

result and how feasible it would be to measure it.
