Candidates for the PHR/SPHR certifications should understand the effects of federal civil rights legislation and executive orders on HRD activities. These legal requirements were reviewed in Chapter 4, "Workforce Planning and Employment." Civil rights legislation covers all the terms and conditions of employment, which means that members of protected groups must be provided with equal opportunity to participate in workplace training and development programs. In addition, the use of original works created by others, whether they are authors, composers, inventors, or other individuals, is protected by copyright and patent laws. Table 5.1 summarizes federal legislation for HRD activities.
