With a material and a texture image added, your mouse is now a paint brush. The default brush is simply Draw. In the Tool Shelf, you can pick the color you want to paint with. Like the earlier section, Adding a Material to the Whole Object, you can use a color wheel. In addition, if you click on the box with the color, a pop-up screen will let you type in specific R, G, B values:

You can also pick how big of a line the brush will make, the Radius, and how opaque it is, the Strength of the color. A high radius with a low strength will make a thick, transparent line. Thick strokes like ...
