By default, the Object Origin for both cubes and cylinders is the very center of the object. When Blender starts a new project, the default cube is placed at 0,0,0 for X, Y, and Z. We'll want our cylinder to line up perfectly on the Y and Z axis, so we'll want to make sure they are set to 0 as well. For the X coordinate, we have to do some light math. We want the very center of our cylinder, where it is the widest, to line up to the left edge of our cube.
Our cube is 10mm in the X dimension. The Object Origin is right smack in the middle at 0. The axis arrows point in the positive number direction. That'll put our right side at 5mm and our left side at -5mm:
