We can determine the new position of our hole with some subtraction. Taking the leftmost point of our base and the peak of the rounded edge, subtract the desired wall thickness. That gives us the coordinate of where we want the outermost point of our hole to be. Anything closer will produce a thinner wall than desired. Since the Object Origin is the center of the cylinder, we'll want to subtract the radius (half of the 5mm diameter). That will give us the new X coordinate of our hole:
X Coordinate of Far Edge - Wall Thickness - Radius of Hole = X Coordinate of Hole
In the case of our current base and hole, that puts our new coordinate at -8mm for home printing and -9mm for Service Bureau Printing:
