Developing A Successful Campaign Structure
A campaign is a collection of ad groups. Each ad group is comprised of keywords and ad copy. Google follows your campaign settings to determine where, when, and how you would like those ads displayed. If you would like keywords or ads displayed differently based on varying conditions, then you need a different campaign for each of those conditions.
As a basic account only has 25 active campaigns, you must first make a plan of how you want your ads displayed, and then map those campaigns appropriately before adding ad groups to them.
