Portal for ArcGIS command-line utilities
Just as with ArcGIS Server, there is a suite of Java-based tools provided by Esri in the Portal installation directory on your Portal server at <Portal installation directory>\tools. In my case, that directory is D:\Program Files\ArcGIS\Portal\tools.
Incidentally, PortalPy is installed in the \tools directory as well.
Here, there are several tools to scan for security best practices, transferring item ownership, recovering a portal when no administrator accounts are available (oops), removing members, and adding members.
