Creating an ArcGIS Server connection

To publish a service to ArcGIS Server, you must have a publisher or higher (administrator) connection to ArcGIS Server. This connection can be made either prior to service publication or during the service publication process; it is more convenient to have these types of connections made and saved before you need them. With a publisher connection, you can publish GIS resources, configure and publish draft services, and add, delete, start, and stop ArcGIS Server services.
