We discussed this briefly earlier, but let's expand on it. Featured Content is a group containing the items that appear in the carousel on your home page (Killer GISinc applications in the preceding screenshot). These are your top items, the items you want anyone entering your Portal to see and take notice of. As an administrator, you have complete control over which group is designated as the Featured Content group and which items are in that group and, therefore, show up in the home page carousel.
