By default, ArcGIS Server allows publishers to copy service source data to the ArcGIS Server machine when they publish. In some organizations or workflows, this is an acceptable and standard operating procedure. However, if you do not want your users to be able to copy data to the server during publishing, or if you want to force them to only reference data in registered databases and folders, you can set the blockDataCopy property. To change this property in the REST Admin, do the following:

1. In the REST Admin, go to data | config | update.
2. In Configuration, enter the property in the following format:

        {"blockDataCopy": true} 

3. Click on the Update button. Users will now not be able to copy data to the server.
