In a computing system, a user account should only be granted those privileges that are essential to it performing its intended function. In other words, if a user account or a service account doesn't need access to a certain resource to do its job, then it should not have access to that resource; this is the principle of least privileges.
Always keep this principle in mind and if you have a question, ask your IT Systems Administrator (if you have one) or someone that manages Windows accounts; they can probably offer advice, guidance, and probably a scary story or two.
