The information that we strive to protect can be in one of three states. It can either be at rest, in use, or in transit. Information in all of these states is vulnerable to attack and needs to be considered in the context of security.
Information that is at rest is currently not being accessed. It is stored in some form of persistent storage, such as a database or a file. It can eventually be accessed either through an application or directly if someone had access to the persistent storage.
