Element 2: The scope of the solution space

This element is about describing which types of changes will be considered as in scope to achieve the desired future state. For example, would changes to the organizational structure, people, and processes be considered part of the solution? Or would the solution scope be limited to only updating technology solutions with minimal or no changes to the organizational structure or people?
