In the utility industry, there are stringent rules around customer data privacy. The New Orleans Electricity Company needs to incorporate the rules that exist within the context in which this enterprise operates when they determine their change strategy for customers. For example, they may need to find a way to gain approval from customers to send them their personal statement information over the internet. It is, therefore, very important to consider the context in which this change is being planned when defining the change strategy.
