If certain requirements cannot be completed without others being done first (or at all), all dependent requirements should be prioritized together.
For example, let's say increasing sales is seen as a priority; however, to be able to increase sales effectiveness, new products must be created. For these new products, there are new fields required within certain database tables. These new fields were not seen as a priority when considered on their own. But from a strategic point of view, the increase in sales is the highest priority and can only be achieved by adding new products. The new database fields immediately also get a higher priority.
