If escape_reserved_chars, reserved and illegal URL characters in url are escaped; otherwise, only illegal characters are escaped. If there is a value for url_charset, used for target character set for escaped characters.

Unescapes escaped URL characters in url to their original form. If there is a value for url_charset, used for target character set for escaped characters.
