Builds the local index idx_name on partitioned table tab_name with procs_per_job query processes. If force_opt is TRUE, forces a rebuild of all partitioned indexes; otherwise, rebuilds only partitions marked UNUSABLE. jobs_per_batch is supported only until Oracle8i.
