The systemd concept of targets is similar in nature to the old-school runlevel that you may or may not be familiar with. It's not a direct comparison, as systemd can activate multiple targets at the same time, whereas runlevels were singular. The multi-user.target is roughly equivalent to runlevels 2, 3, and 4.
