/etc/aliases

This is the database, or map, of accounts that receive certain mail.

Generally, the only configuration change made in this file is the destination for the root's mail. On a local system, you could map this to your user:

# Person who should get root's mailroot: vagrant

Then, you run newaliases to apply this change:

$ sudo newaliases

Again, it's not done frequently, but some people still like to grab emails that are intended for root just to make sure that random programs aren't dying and screaming into the void as they're claimed by the reaper.
