Not all managers are technical, but a lot are. It's generally a good idea to establish how technical your manager is early on so that you can gauge the exact level of information you need to pass on to them during an issue. If they're on, above, or about your level, you can probably give them everything and allow for them to distill it upstream; if they're less technically minded, it's better to summarize key points.
Remember that good managers manage and shield engineers or others from the day-to-day pressures of a workplace that aren't technical.
