Inside each Public folder is a Drop Box. This is a place where you can leave a file for that one particular user whose Home it is. No one but that one user can see the file—no one else can even look inside the folder.
To put a file in someone’s Drop Box, open their Home folder, then open their Public folder, then drag your file into their Drop Box. You’ll get the message shown below every time you drop in a file.

The Drop Box has an icon that indicates you can “write” to it, or put things inside of it. But that’s all you can do—you can’t open it.
