Establish a Measurement Baseline

Before using the metrics, collect data to define a normal range. For new diagnostic metrics, you can begin with an educated guess, but confirm the baseline using the first several cycles of data collection. For retrospective metrics, set baselines using existing data from earlier projects. For predictive metrics, verify baselines using corresponding retrospective metrics (for example, validate financial ROI predictions against actual returns).
